Senate parliamentarian rejects proposal to sell public lands in GOP budget bill

As I (Maritsa) was doomscrolling this morning, I came across a bit of (BIG) news that I hadn’t seen make the major headlines yet, so I sent a message to former Sen. Tester and told him we should get on Substack to talk about it.

Andrew Desiderio of Punchbowl News posted this late Monday night:

The Hill had more on Senate Parliamentarian Elizabeth MacDonough’s rulings about the GOP’s “Big, Beautiful Bill,” including the portion that would mandate the selling of millions of acres of public lands currently managed by the Bureau of Land Management and the U.S. Forest Service.

“MacDonough said these provisions do not comply with the Senate’s Byrd Rule and therefore are not eligible to pass the upper chamber with a simple-majority vote. Sections of the bill found to violate the Byrd Rule need 60 votes to overcome a point-of-order objection.”

A YouGov survey conducted in April (and commissioned by the Trust for Public Land) showed 71% of Americans oppose the sale of public lands.

The Hill also reports MacDonough ruled against other provisions in the GOP budget bill, including one that would fast track approval of offshore oil and gas projects by scrapping the environmental review process for those projects.
